Fixes #1729
Part of #1550

Owner: Chief
Reviewer: Reviewer
Tip SHA: a6dc7c9
Base: 80709a7
Docs-not-needed: no — docs/subsystems/core-host.md and docs/subsystems/workflow.md updated in this PR.

What changed

Role queues carry a stated cap. ROLE_QUEUE_CAP (8) is the default ceiling for one role's queue in a group; a graph states its own through cap on the enqueued item, kept on the card as queueCap. An enqueue over the ceiling is refused queue-full with a sentence naming the role and the cap, and a re-offer keeps the card's id and is never counted against itself.

Every claim gets its own worker. The claim creates worker-<hex> and names it on the card; rt.taskWorkerState(id) is the only read, so a second claim cannot see the first's files or vars. Requeueing and an expired lease drop the worker, so the next claim starts clean.

One owner for an expired lease. expireLeases reads the lease once, clears it, then returns the card to its role queue, so two expired reads requeue once. The recovery is written to the card's evidence (lease expired (held by <name>)), the dead worker is dropped, and a card that is not a queued item only loses the dead lease. A live lease refuses a claim naming its holder and survives a restart unchanged. rt.taskLease(id) and rt.taskExpireLeases() are the host reads; the workflow plugin gets them through fb.tasks.lease / fb.tasks.counters and keeps no copy.

Measured deliveries from the rows. rt.taskCounters({ role?, run? }) counts per-role and per-run states, deliveries (accepted cards) and workerSeconds (accepted cards with a lease). No second store.

Strict DAG is an option. strict: true on a graph starts one node at a time in declared order with no parallel fan-out; the default and the release-shaped delivery template are unchanged.

Why

Stage 3.2 of #1550, second slice of Stage 3. A card claimed by a dead worker used to stay claimed until someone noticed, and two runs of one role could write through one worker's state. Both are recovery and isolation questions, so they live on the pool, not the scheduler. #1720 shipped the typed fields (lease, evidence); this slice consumes them and does not invent a second record or store.

Tests

  • core/test/task-queue-lease.test.js (new): cap refusal names role and cap; graph override cap: 2; re-offer keeps the id; two concurrent claims share no worker state; two expired reads requeue once and record the holder; a live lease refuses a claim naming the holder; a restart with a live lease changes nothing; counters read from the rows.
  • plugins/workflow/test/strict-order.test.js (new): a strict graph starts one node at a time in declared order; the same graph without the flag still fans out; the delivery template passes unchanged.
  • Existing suites at the tip: core/test/task-queue.test.js, task-contract.test.js, task-route.test.js — 21/21 pass.

Red first

Reverting the four source files (core/src/host/tasks.js, tools.js, hooks.js, plugins/workflow/src/graph.js) to the base blob turns the new suites red: core/test/task-queue-lease.test.js 7 fail / 0 pass, plugins/workflow/test/strict-order.test.js 3 fail / 0 pass. Restored, both are green (7/7 and 3/3).

Ran / not run

Ran at the tip: TZ=UTC npm run verify in CI — tests-ok green at a6dc7c94b4b046533da62b0f902432612ccbd86e (core suite, all four plugin suites, lint, plugin lint, build-client --check, ds-bot-patches check, package). This box has no git binary, so the same command run locally stops at arch-docs ("cannot diff against origin/main"); the checks that do not need git ran here and are green: lint 0 errors, plugin lint, build-client --check, ds-bot-patches check (11 patches apply cleanly), core/test/task-queue-lease.test.js 7/7, .github/scripts/ds-bot-patches.test.mjs 5/5, and the directly related host suites (task-queue, task-contract, task-route) 21/21. The full local core run hits this container's thread limit (SIGABRT in unrelated files), not a code failure.

Not run: the smoke bench (no index.js or session-path change), and the DSH real-model path.

Risk

T2/T3 expected from risk-gate: host queue state (core/src/host/) + workflow plugin + generated patches. The default cap (8) and the default non-strict graph keep existing behavior unless a caller opts in.

A per-role queue cap (8 by default, capped per graph) refuses an enqueue over it
naming the role and the cap, and a re-offer keeps the card's id. Every claim gets
its own worker, and requeueing or an expired lease drops it, so no claim reads
another's state. Expired leases are recovered by one read that records the
recovery on the card's evidence and requeues it exactly once; a live lease still
refuses a claim naming its holder and survives a restart. Deliveries and worker
seconds are counted from the rows, per role and per run. A graph marked strict
starts one node at a time in declared order. The workflow plugin reads the lease
and the counters through the host.

Ran at this tip:

$ cd core && TZ=UTC node --import ./test/harness-resolve.mjs --test test/task-queue-lease.test.js test/task-queue.test.js test/task-contract.test.js test/task-route.test.js
# tests 28  # pass 28  # fail 0
$ cd plugins/workflow && TZ=UTC node --test test/strict-order.test.js
# tests 3  # pass 3  # fail 0
$ cd core && node --test test/task-queue-lease.test.js (base blobs of core/src/host/tasks.js, tools.js, hooks.js swapped in)
# tests 7  # pass 0  # fail 7
$ cd plugins/workflow && node --test test/strict-order.test.js (base blob of plugins/workflow/src/graph.js swapped in)
# tests 3  # pass 0  # fail 3
$ node .github/scripts/changelog.mjs check
# changelog: 3 fragment(s) in changelog.d/ are well formed
  • Tip verified, not assumed: the local tree used for every run matches the tip blob-for-blob on all seven changed files I touched (tasks.js, tools.js, hooks.js, graph.js, both new test files, changelog.d/1729.added.md).
  • Red first: with the four source blobs reverted to base 80709a71, all 7 new core tests and all 3 new workflow tests fail by name; restored to the tip blobs, 28/28 and 3/3 pass. The revert is exactly the change set, no other file touched.
  • Tier: T3 — the CI job risk tier (report only) (job 123677812816) prints risk-tier: T3; path .github/scripts/ds-bot-patches.test.mjs. A local risk-gate.mjs run cannot read the file list on this box (no gh, no git), so it reports "no changed files"; that output is an artifact and is not used here.
  • Checks at a6dc7c94: all terminal. tests-ok, merge-gate, reviewed tip, risk tier, Node 24 · DSH 0.2.0-rc.2, plugins (tree|social|timeline|workflow), package, agent-audience are green. The single failure is enqueue-guard with do not enqueue #1734: no Verifier report names the tip, i.e. this PASS is what it was waiting for.
  • Scope: 12 files, every one part of the change — host queue state (core/src/host/), the workflow plugin and its doc, the two new suites, the regenerated patch 0017 and its files/ mirror, the changelog fragment, and the one-line patch-count assertion in .github/scripts/ds-bot-patches.test.mjs. No unrelated core/ or patches/ds-bot/ edits rode along.
  • Design conformance with Stage 3.2: role queues with quotas, isolated ephemeral workers, and lease recovery #1729 (second slice of Proposal: AI-led Project governance, unified board and Handoff-driven Workflow (five-stage plan) #1550) and Stage 3.1: one typed Task/Handoff contract behind every board and every workflow line #1720's typed fields: the cap lives on the enqueued item (queueCap, ROLE_QUEUE_CAP 8) and refuses queue-full naming the role and cap without counting a re-offer against itself; worker-<hex> per claim is read only through rt.taskWorkerState, so a second claim cannot see the first's state; expireLeases clears the lease before requeueing, so two expired reads requeue once and the recovery lands in evidence; rt.taskCounters derives deliveries and worker-seconds from the rows with no second store; strict is opt-in and the delivery template is unchanged. docs/subsystems/core-host.md and docs/subsystems/workflow.md are updated in the same PR, and the fragment changelog.d/1729.added.md is present and well formed.
  • Body/checkpoint: Owner: Chief and Reviewer: Reviewer are present and distinct; the ## Checkpoint JSON names this PR (1734), issue 1729, ten in-diff files, checks.result: green at this tip, and next: none — ready for review.

Not run: the smoke bench (no index.js or session-path change) and the DSH real-model path.
