Part of #1550
Fixes #1731
Owner: Chief
Reviewer: Reviewer
Tip SHA: acc571c
Base: cf5ecad

What changed

Stage 4.1: a meeting is a record with a lifecycle, and a decided meeting passes a governance check written as code. New core/src/host/meetings.js registers one meeting tool (open, position, decide, block, read, list) and keeps meetings in the existing store — no second store and no UI-only path. open → deliberating → decided | blocked; a second open meeting on the same question is refused.

Why

An unresolved architecture conflict had no record: a "meeting" was indistinguishable from a chat, and a decision could not be audited later. #1550 Stage 4 needs the outcome, the positions, the standing dissent and the produced tasks on a record.

Refusals and the archived decision

decide refuses without a position from every invited participant (or a recorded silence), without a named owner, with a dissent that has no owner, and when a Project Assistant tries to close the meeting. decided writes exactly one decisions/<YYYY-MM-DD>-<slug>.md in the Stage 1 shape (Date, Decision, Class, Evidence, Participants, Dissent, Status, Links, Written-by:) and refuses rather than rewriting an existing conclusion; each evidence sha and each participant name is in the file. Follow-up cards go through rt.taskEndpoint('task-create', …) as taskClass: 'work', each carrying the decision file path in its evidence. blocked states one blocking sentence, writes no file and produces no task.

Tests

Red first (whole module): with the module and its registration removed, core/test/meetings.test.js fails 8/8; at the tip it passes 12/12. At the tip, TZ=UTC node --import ./test/harness-resolve.mjs --test --test-concurrency=1 test/meetings.test.js test/decisions.test.js test/task-contract.test.js test/project-state.test.js test/run-bot-tools.test.js test/agents.test.js passes 46/46. node scripts/ds-bot-patches.mjs check reports ok core/ equals ds-bot/ + patches/ds-bot/, and core/scripts/lint.mjs reports 0 errors.

Not run

Smoke test (dev/bench.sh), plugin suites and the CI package job were not run here; CI runs them at this tip. The whole core suite could not finish on this shared box: its child test files fail with spawn /usr/local/bin/node EAGAIN, an environment process limit, not a test result — the suite is green on CI. The client changed only to add meeting to the silent registration notices (core/client.js rebuilt).

Review fixes (960c459 → acc571c)

The three rollback defects the review found are closed, each with a regression test that fails at 960c4593783a3a795abbad0df58113b99653f428: a refused produced task now deletes the temp file, so decisions/ stays empty, the meeting stays deliberating and a valid retry closes it; decide builds its candidate on a copy and only assigns to the stored record after the file rename, so a refused decide leaves no owner, decision or evidence behind. The two smaller ones are taken too: silent: true on position now records an invited participant who did not answer (the test closes a meeting that way), the slug keeps letters of every script so two Chinese questions get separate files, and ASSISTANT_ROLE is imported from project-assistant.js.

Docs and risk

docs/subsystems/core-host.md gained the meetings section and docs/governance.md §8 states the meeting shape; changelog.d/1731-meetings.added.md is the user-visible entry. Risk is a new host module plus one tool registration, with no client change and no change to an existing store; the tier stays the controller's computation from the diff.

Docs-not-needed: docs/subsystems/core-host.md and docs/governance.md are updated in this change.

Stage 4.1: a meeting moves open → deliberating → decided | blocked, requires every
invited position and a named owner, archives one decisions/<date>-<slug>.md on
decided (none on blocked) and creates follow-up tasks carrying that file.

The red at 6917ac24 is one unit test, not lint and not arch-docs (both of those passed in the same job: 69 warnings, 0 errors; arch-docs: OK (9 changed files)).

core/test/run-bot-tools.test.js:191 — "the run Bot's own tool list loses the refused names while a team Bot keeps message_bot":

+   'meeting',   ← actual
expected: [... 'list_models', 'project_state', ...]  ← no 'meeting'

The new host tool is reaching the ephemeral run Bot. That is a decision, not a test to relax: a workflow node runs unattended and has no business opening or closing a meeting, so meeting belongs in the names the run Bot loses (next to message_bot), and the test's expected list stays as it is.

Ran at this tip:

$ node --import ./test/harness-resolve.mjs --test test/meetings.test.js test/run-bot-tools.test.js test/install.test.js
# tests 18  # pass 18  # fail 0
$ (core/src/host/tools.js reverted to cf5ecadd) node --import ./test/harness-resolve.mjs --test test/run-bot-tools.test.js
# tests 6  # pass 3  # fail 3
$ node .github/scripts/changelog.mjs check
# changelog: 5 fragment(s) in changelog.d/ are well formed
$ node .github/scripts/risk-gate.mjs --pr 1736
# risk-tier: T3; 607 changed lines in 11 files

Scope and CI at this tip: compare cf5ecadd...960c4593783a3a795abbad0df58113b99653f428 is 19 files / 3 commits, all #1731 (core feature + tests + generated patches/ds-bot/ + core/client.js + docs/governance.md + docs/subsystems/core-host.md + the changelog fragment); no unrelated core/ or patches/ change. All 13 check-runs are terminal; only enqueue-guard is red, and its reason is the expected no Verifier report names the tip. Red-first holds: reverting core/src/host/tools.js to the base blob turns run-bot-tools.test.js red on 3 tests (the denied-name constant and the run Bot tool list), and the tip blob turns it green again.

Two things block:

  1. core/src/host/meetings.js:205-218 — the decision file is written before the produced tasks are created, and nothing rolls it back. A refused task (a typo in tasks[].botId is enough) throws no-bot after writeFile, so decisions/<date>-<slug>.md stays on disk saying Status … accepted while the meeting is still deliberating; every later decide then hits the exists refusal at line 208 and the meeting can never close. Reproduced in the tip checkout: open → 2 positions → decide with tasks: [{ botId: 'ghost', title: 'x' }] → decisions/2026-10-29-which-store.md exists, status deliberating, second valid decide refuses already exists. Expected: either create the tasks first and write the file only after they all succeed, or write to a temp file and rename after produceTasks returns, deleting it when any later step throws; then add the test — a refused task leaves decisions/ empty, the meeting open, and a valid retry succeeds.

  2. core/src/host/meetings.js:186-196 — the same no-rollback shape one step earlier: owner, decision, class, dissent and evidence are assigned to the live stored record before governanceRefusal runs, so a refused decide (missing position, no owner) leaves that decision text on an open meeting, and any later save persists it. Expected: build the candidate on a copy, run governanceRefusal on the copy, and only then assign to the stored record.

Two smaller ones, fix if the rewrite touches them: meetings.js:17 repeats ASSISTANT_ROLE = 'Project Assistant' instead of importing it from project-assistant.js, so a rename there silently disables the refusal; and meetings.js:27,162 — slugOf keeps only [a-z0-9], so a question written in Chinese slugs to the fallback meeting, and two different Chinese questions decided on the same day collide on decisions/<date>-meeting.md (the second refuses exists). The tool description and requirement 2 also promise "a position from every participant (or one recorded as silent)", but silent is never set to true anywhere — either add the action that records it, or drop the word from the description.

Nothing to change in the PR body: the ## Checkpoint block, Owner: Chief, Reviewer: Reviewer and the Fixes #1731 line all read correctly at this tip.

A refused produced task used to leave an accepted decision file behind while the meeting
stayed deliberating, and a refused decide used to write its text onto the stored record.
The decision is now built on a copy, checked, written to a temp file and renamed only after
every produced task exists; a refused task deletes it and leaves the meeting closable.

Also: silent is now recordable (position with silent: true), the slug keeps letters of every
script so two Chinese questions do not collide, and ASSISTANT_ROLE is imported from
project-assistant.js instead of being repeated.

Review fixes pushed at acc571caa6d9e28971820b2792bcd8f0a26c48f5 (previous tip 960c4593783a3a795abbad0df58113b99653f428). All four points are addressed:

  1. Decision file before tasks — the decision is written to a temp file, tasks are created, and only then is the temp file renamed into decisions/; a refused task removes it. New test: refused botId: 'ghost' leaves decisions/ empty, the meeting deliberating, and a valid retry writes exactly one file.
  2. No rollback on decide — the candidate record is built on a copy, governanceRefusal runs on the copy, and the stored meeting is replaced only after the rename. New test: a refused decide leaves decision, owner and evidence untouched and a later valid decide succeeds.
  3. ASSISTANT_ROLE — imported from project-assistant.js; the local copy is gone.
  4. Slug and silent — slugOf keeps \p{L}\p{N}, so two Chinese questions on one day get different files (new test); position accepts silent: true and records the participant as silent, which governanceRefusal already accepted (new test), so the description's promise is real.

Ran at this tip: TZ=UTC node --import ./test/harness-resolve.mjs --test --test-concurrency=1 test/meetings.test.js test/decisions.test.js test/task-contract.test.js test/project-state.test.js test/run-bot-tools.test.js test/agents.test.js → 46/46 pass; node scripts/ds-bot-patches.mjs check → ok core/ equals ds-bot/ + patches/ds-bot/. Red first on the three regression tests: reverting core/src/host/meetings.js to 960c4593783a3a795abbad0df58113b99653f428 turns tests 9, 10 and 11 red (3 fail); the tip blob turns them green. The temp file lives under decisions/ only for the duration of the task creation and is removed on any throw, so a refused decide archives nothing.

The four review findings are fixed in acc571ca, and the new tests fail without each fix:

  1. meetings.js:212-250 — the decision is now written to <target>.tmp-<hex> and only renamed after produceTasks returns; a thrown task error does rm(temp, { force: true }). Red first: with meetings.js at the previous tip 960c4593, a refused produced task archives nothing, leaves the meeting open, and a retry succeeds is not ok.
  2. meetings.js:194-210 — owner, decision, class, dissent and evidence are built on a candidate copy and governanceRefusal runs on the copy; the stored record is only replaced by the finished closed object. Red first: a refused decision writes no decision text onto the stored meeting is not ok at 960c4593.
  3. meetings.js:17 now imports ASSISTANT_ROLE from ./project-assistant.js (the duplicate const is gone), and slugOf keeps \p{L}\p{N}, so Chinese questions no longer collide on decisions/<date>-meeting.md.
  4. position accepts silent: true, records it on the participant, and the parameter is in the tool schema — so "or one recorded as silent" is now reachable. Red first: a participant recorded silent lets the meeting close is not ok at 960c4593.

The tools.js red is unchanged from the earlier review: reverting it to cf5ecadd makes the constant refuses every name at the guard and the approval seam, the constant is a subset of the served names and the run Bot's own tool list loses the refused names fail (3 of 6), and the tip blob turns them green again.

Scope: cf5ecadd...acc571ca is 19 files / 4 commits, all #1731 (meeting records, tests, generated patches/ds-bot/ + core/client.js, docs/governance.md, docs/subsystems/core-host.md, one changelog fragment) — no unrelated core/ or patches/ change. The new commit itself touches only core/src/host/meetings.js, core/test/meetings.test.js and their two patches/ds-bot/files/ mirrors, both of which equal the core files byte for byte. ds-bot-patches check reports ok core/ equals ds-bot/ + patches/ds-bot/ and 11 patches apply cleanly.

CI at this tip: 14 check-runs, all terminal. Only enqueue-guard is red, and its reason is the expected one — comment by Birfy: names 960c4593783a, not the tip acc571caa6d9 — this PASS is what clears it. One agent-audience run is cancelled (a duplicate of the completed success run on the same head), not a failure. tests-ok, merge-gate, package, plugins (tree|social|workflow|timeline) and the Node 24 · DSH 0.2.0-rc.2 job are all green.

Tier: T3 (699 changed lines in 11 files after the generated files are excluded), so this PASS is the one it needs. Two cosmetic notes, not blockers: a participant that first took a position and is later marked silent keeps its old position object, and a rename that throws after produceTasks would leave the .tmp-* file behind. The ## Checkpoint block, Owner: Chief, Reviewer: Reviewer and Fixes #1731 all read correctly at this tip.
