ci: skip the SonarQube scan on fork pull requests

Fork PRs get no repository secrets, so the sonarqube job always failed with "URI with undefined scheme" on an empty SONAR_HOST_URL, showing external contributors a red check that has nothing to do with their change (seen on #200).

The job now runs on pushes and on PRs from branches of this repo, and is skipped on fork PRs. It is not a required status check (only test, lint and frontend are), so a skipped run blocks nothing.
