…rvice observer names a refused companion - run-progression-concurrent-service cap=1: the first execution was released after a fixed 25 ms, on the assumption that the second Run had asked for the slot by then. On hosted macOS it had not, so it never waited and the product (correctly) recorded no waitedForSlotMs. The test now releases the first execution only after the second admission is observed. Linux check: with the second admission delayed by 100 ms the old test fails with the macOS signature and the new one passes. - resource-observation-process: the 2 s child bound proves the process does not wait for the 60 s poll; it now scales with hostBound (8 s on macOS/Windows), so the child's own dist import fits. - runtime-service-process: PR #92 CI saw one MANAGED_FILE_UNSAFE on a ledger companion while polling. The observer now fails with the check's diagnostic (reason, mode, links, companion) so the next occurrence can be classified. It is still a failure.
