This PR removes the old libraries that do not conform to the latest version of the spec (still using the old meta tag). Many of those links did lead to a 404. For the 4 repos that still exists, 2 of them have PRs to update. I've followed-up on them and will keep track. For the other 2 I have created an issue. We can re-add them on the libraries page once they are adjusted.
