Updated PortalDraftRepository.Upsert to use ON CONFLICT DO NOTHING, re-read the unique row, and then apply the payload via UPDATE. Concurrent saves with differing content now resolve safely with last-update-wins semantics rather than surfacing a unique-constraint 500. Committed as 220df8c4 (fix: make portal draft upserts race-safe (WI-1424)). git diff --check passed; Go tooling was unavailable in the container, so tests could not be run.
