One blocking visual regression confirmed at e73cc84: moving the drag handle to the top-right covers the existing unread-count badge and Soon indicator when the item is hovered or keyboard-focused. I independently reproduced the existing CodeRabbit finding in Chromium using the actual NavRailItem component and its CSS, in light/dark themes and both expanded (64px) and collapsed (56px) rails.
Validation: all 11 resolveNavState tests passed and all GitHub checks are green, but the browser reproduction shows the indicator centers are painted over by the handle. Please resolve the overlap before merging and verify badge/Soon items on hover and keyboard focus in both rail sizes.

[P2] Keep the reorder handle clear of existing status indicators.
The new top: 2, right: 2 places the 18x18px handle over the unread badge (top: 5, right: 7) and the Soon tag (top: 4, right: 4). The handle is rendered later with zIndex: 2, so it covers the unread count on Client Portal > Chats and part of the Soon text on Client Analytics/View as client whenever hover or focus-within reveals it. These items are draggable because they are not lockedOrder.
Confirmed in Chromium with badgeValue={12} and item.soon, in both themes and rail sizes, for both mouse hover and keyboard focus: the badge overlaps the handle by 13x15px, and the Soon tag by 16x11px; hit testing at each indicator's center returns the handle. Please reserve a separate position for the handle when an indicator is present (or move the indicators), so improving handle visibility does not hide navigation status. Add coverage for these combinations.
…oft icon glow - Enable full-item dragging by binding dnd-kit attributes directly to the item button, removing the separate drag handle. - Fix pin toggle affordance: - Reposition to top-left (top: 4, left: 4) to prevent overlap with unread badges and Soon tags. - Intercept pointer-down events on the pin to prevent dnd-kit from capturing clicks as drag initiations. - Show pin affordance when an item is active, pinned, or hovered. - Replace blocky background hover highlight with a subtle, soft icon-only glow using CSS drop-shadow (3px radius, 45% opacity). - Optimize performance by delegating all hover states, transitions, and glow effects to CSS, eliminating React hover states and preventing unnecessary re-renders. - Reposition indicators (badge at top: 4, right: 5; Soon tag at top: 22, right: 4) with pointer-events: none to maintain hit-test integrity.

Rechecked ddff1bc. Removing the separate handle resolves the earlier badge collision, but moving its keyboard listeners onto the navigation item introduces a keyboard navigation regression. An independent test with the actual NavRailItem, DndContext, SortableContext, and KeyboardSensor reproduces the failure; the same test passes using the base component. All 11 resolveNavState tests still pass. Please fix the keyboard activation conflict before merging.

[P2] Preserve keyboard activation of navigation items. NavRail uses the default KeyboardSensor, which activates dragging on both Enter and Space. Calling its listener first preventsDefault, so this handler returns before handleSelect and keyboard users cannot open draggable rail views with either activation key. Reproduced: focus Tasks, press Enter => onDragStart fires and onSelect does not; the base component selects Tasks. Keep navigation and keyboard drag activation on distinct controls, or reserve a separate keyboard gesture for dragging while retaining Enter/Space navigation.

…rols - Remove dnd-kit onKeyDown listener from the navigation item button so pressing Enter or Space always activates selection instead of initiating a drag. - Provide a dedicated reorder handle affordance as a distinct focusable control to activate keyboard reordering via KeyboardSensor. - Position the reorder handle dynamically at the bottom-right when an unread badge or Soon tag is present, preventing visual and hit-test overlaps. - Retain whole-item mouse dragging by binding onPointerDown to the navigation item with the 4px distance constraint. - Keep the pin, navigation item, and reorder handle as siblings to prevent nested interactive controls.

Re-reviewed c867812. Enter/Space navigation works again, but keyboard reordering has been removed. The 13 navigation-state tests pass. An independent test using the actual NavRailItem with DndContext and SortableContext passes navigation activation but fails to find any keyboard reorder activator. Reported CI is green.

[P2] Retain an accessible keyboard reorder control. The former separate sortable handle exposed dnd-kit keyboard listeners and accessibility attributes. This version attaches only onPointerDown, and the item keydown handler exclusively navigates; the sibling pin button only pins. A keyboard user can no longer start a reorder anywhere, although pointer dragging still works. Keep Enter/Space navigation and add a distinct keyboard-accessible reorder control or documented separate gesture wired to the KeyboardSensor. Confirmed with the real component and default dnd-kit sensors.

Add a separate focusable sortable control wired to dnd-kit’s KeyboardSensor, with localized instructions for picking up and moving items. Keep Enter/Space on the navigation item dedicated to navigation, and leave pin behavior unchanged. Remove the reorder glyph while retaining the accessible control.

Re-reviewed 3230e1c. The keyboard reorder blocker is resolved: the new sortable button is the dnd-kit activator, so keyboard drag starts from it, while Enter/Space on the item only navigate.
Remaining issues:
[P2] The reorder button again covers the unread badge. It is 16x16 at top: 4 / right: 4 with zIndex: 3, above the badge (top: 4, right: 5, zIndex: 2). Because the glyph was removed, the invisible button sits over the Client Portal > Chats count on hover/focus-within and intercepts clicks there. This is the same overlap as the earlier P2. Please make the control pointer-events: none (mouse users drag the whole item) and/or place it away from the badge and Soon tag, and reveal it only on :focus-visible with a visible outline or marker. An empty focusable control currently gives sighted keyboard users no focus indication.
[P3] No tests cover the keyboard reorder control or the badge/Soon-tag overlap combinations requested earlier. Please add coverage for: Enter/Space navigates, the reorder button starts a keyboard drag, and the button does not intercept pointer events over the badge or Soon tag.
