Sync the canonical coin definitions and regenerate the AT1 identity pin.
Copy the canonical protocol manifest byte for byte and regenerate the identity pin so the vendored registry and manifest are captured together.
Sync the canonical coin registry from the hub and regenerate the AT1 identity pin for the updated coin hashes.

Brings master up to develop so the xchain-hub master CI observability-shim drift guard passes at the v0.21.3 tag. The fleet manifest keeps this repo pinned at v0.21.0, so no deployed code changes.
