…ty rebuild When records are admitted with MESA_EMBEDDING_ENABLED=false, their VECTOR outbox rows end in SKIPPED while memory_mutations still holds the admission-time embedding identity snapshot. After an embedding identity change and offline projection rebuild cutover, requeue_skipped_vector_projections must bind those unprojected SKIPPED mutations to the active generation's embedding identity and rebuild_runner must journal the staging Kuzu schema so startup backfill can project their vectors.

…utations without vectors requeue_skipped_vector_projections rewrote the durable embedding identity of every mutation with a SKIPPED VECTOR lane. A committed mutation that already has vector artifacts reaches SKIPPED through parity repair followed by a restart with embedding off, and its identity was then silently replaced. The rewrite now skips mutations with any VECTOR artifact, so their lane fails closed on an identity mismatch while the record stays committed and searchable.
