Summary

• Add an immutable per-key supply-to-slope schedule and apply each newly crossed tier after minting.
• Persist the active index/slope and emit SupplyMilestoneUnlocked once per crossed tier.
• Add regression coverage for activation, event data, and one-time configuration.

The repository already has get_current_milestone for the existing fee-reduction feature (#1076). This change exposes get_current_curve_slope_milestone to preserve that existing contract API.

Validation

• git diff --check passed.
• Rust tests and formatting could not run because this environment has no cargo, rustc, or rustfmt installed.

@Chucks1093 Synced with current main, formatted the Rust changes, and shortened the exported contract method to meet Soroban’s 32-character entrypoint limit. Also corrected the test setup and event assertions. Local validation: cargo fmt --all -- --check and cargo test -p creator-keys --test curve_slope_milestones passed (2 tests). Fresh GitHub verify check is queued; please review once it completes.
