- Add GET /keys/:keyId/fee returning current_fee_bps, volume_bracket, and rolling_24h_volume with 60s cache TTL - Read fee basis points from dynamic fee contract get_current_fee_bps with volume tier fallback - Add GET /keys/:keyId/fee/history returning fee tier change history with timestamps - Index FeeAdjusted contract events into key_fee_history and invalidate key fee cache - Handle 404 for unknown key IDs - Add unit and route test suites covering swap fee tier, cache TTL, event indexing, and history
