Added IPFS-backed tip content retrieval with permanent database caching, a 5-second timeout, 500-character truncation, and GET /tips/:tip_id/content. Fixed related test failures and updated CI to provision PostgreSQL and Redis. Closes accesslayerorg#1153

The JEST_TEST_DB_RESET feature was causing slow TRUNCATE operations that triggered the circuit breaker and made the database unresponsive. Removing this feature restores CI stability.
