[Bug]: V1.0.17 Nuget ships with 1.0.16 version and breaks the manifest reference lookup in tests etc.

It also appears that rolling back to 1.0.16 does not work as expected either.
??? Had to go to 1.0.15, which I have never had on these machines before ???
