[Bug] Web/X search capability reports contradictory tool availability and fails to respond

Summary

The assistant reports contradictory search-tool availability and then fails to generate a response when asked to retrieve recent X posts.

Steps to reproduce

1. Ask the assistant to find the latest three X posts from two public accounts.
2. The assistant initially reports that no X API, X search/read, or web-search tool is available.
3. Ask whether web search is supported.
4. The assistant then states that web-search capabilities and platform APIs are available.
5. Retry the original X-post retrieval request.

Actual result

The assistant's tool-availability messages are inconsistent:

• It first says that no X API, X search/read tool, or web-search tool is available.
• It later says that web-search capabilities and X-platform APIs are available.
• On retry, the request executes actions but ends with the generic error:

Sorry, something went wrong while generating a response.

A subsequent request related to importing a search skill also ends with the same generic response-generation error.

Expected result

The assistant should present a consistent view of available capabilities. If search or X retrieval is available, it should complete the request or return a specific actionable error. If unavailable, it should explain the prerequisite without later claiming the same capability is available.
