ci: add Go and Docker smoke workflows

Summary

• run module consistency checks, race-enabled Go tests, and go vet
• run the complete Docker smoke suite for npm, pnpm, apt, Git, MinIO, and S3 acceleration
• use the published go-common module instead of a machine-local replacement
• publish MinIO on a runner-reachable ephemeral port for Linux Docker clients
