tests: regen tests and add CI to catch stale generated code - #41

Add a make test-gen target that regenerates tests/ with the msgp built from the tree, and have the Build workflow run it and fail if the working tree is dirty afterwards.

Because #39 was generated before #37 was merged, it contained old struct-from-array code in the generated test code. This fixes that and adds a make target & github action step to prevent it from happening again.
