What does this PR do?

Preserve the research findings and roadmap recommendations reviewed on 10 October 2026 in a dated archive, linked from the root README, so future work can refer to the evidence and reproduce the numerical diagnosis.

• Archive the 2025–2026 literature review, GitHub/Hugging Face discovery provenance, primary-source notes and commit-pinned DESIGN audit.
• Retain the original three-seed Cora measurements and training traces, with a portable helper that writes replay outputs outside the archive and refuses existing result files.
• Save the roadmap assessment and proposed milestones as review documents. Application code, dependency manifests, tests and the existing roadmap.md remain unchanged.

The archive distinguishes fixed-point simulations from real homomorphic encryption, author-reported paper results from reproduced measurements, and proposed acceptance targets from completed work. The known simulator precision test failure and encrypted-evaluation import defect are documented for later implementation work.

Validation

• Replayed seeds 42, 43 and 44 using the portable helper; every numerical metric exactly matches the archived JSON after excluding timestamps and training times.
• Verified that archive/existing-output protections reject overwrites and preserve the original JSON.
• Checked local Markdown links, JSON parsing and git diff --check.
• The earlier onboarding application test run was 7 passed, 1 failed (existing simulator precision assertion); application code is unchanged and the suite was not rerun for this archive.
