📝 Walkthrough
Merge Risk: ⚪ Minimal · up to The change moves stale-item handling to a scheduled GitHub Actions workflow with the same thresholds and exemptions. No concrete merge-blocking risk remains in the reviewed files. Project-membership exemption is intentionally dropped, and the old app should be disabled to avoid double processing. Pre-merge checks |

require canceling any active write workflow run before proceeding; retain
disabling the workflow or setting debug-only for preventing future runs, but do
not present either as a substitute for canceling the current run.
- Around line 144-146: Update the operations-per-run description in the
migration guidance to say it limits operations counted by the action, not only
GitHub API write operations; leave the surrounding explanation and suggested
initial value unchanged.
- Around line 189-192: Add a shared GitHub Actions concurrency group to the
workflow containing the schedule and workflow_dispatch triggers, with
cancel-in-progress disabled. This serializes scheduled and manually dispatched
runs while allowing an active run to finish.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Correct the operations-per-run description.
The action counts selected read calls as well as writes, including calls to list repository issues. Replace “GitHub API write operations” with “operations counted by the action” so operators do not misestimate run throughput. (raw.githubusercontent.com)

Cancel an active run during rollback.
If a write run is in progress, cancel it first. Disabling the workflow stops future triggers, and changing debug-only only affects later runs. Otherwise, the current run can continue closing items while rollback proceeds. (docs.github.com)

Please address these points before merging:
- Remove the migration document.
docs/zh/design/stale-bot-migration.mddescribes repository automation maintenance and does not belong in Apollo’s design documentation. - Keep essential rollout notes in the PR description. Include the Project exemption change and the requirement to disable the old Stale App during cutover.
- Serialize workflow runs. Add a shared concurrency group with
cancel-in-progress: falseto prevent scheduled and manually dispatched runs from overlapping and posting duplicate comments.
- Remove docs/zh/design/stale-bot-migration.md as it's repo automation maintenance docs, not Apollo design documentation - Add concurrency group with cancel-in-progress: false to the stale workflow to prevent overlapping runs - Update PR description with Project exemption change details and cutover notes Co-Authored-By: nobodyiam Review: apolloconfig#5690

All three review points have been addressed: the migration document is removed, essential rollout notes are in the PR description, and workflow runs are serialized. LGTM.
Please coordinate disabling the old Stale App during cutover.

actions/stalehas no equivalent for the ProbotexemptProjectssetting. After this migration, Project membership no longer automatically exempts issues and pull requests from stale processing. If maintainers want to protect long-lived Project items, they can create astale-exemptlabel and add it to theexempt-issue-labels/exempt-pr-labelslists.Cutover note
The old Stale GitHub App must be disabled (or have Apollo removed from its installation scope) during the merge window, otherwise both bots may process the same issues and pull requests.
