feat: full CreditTech project — React frontend + FastAPI backend + ML pipeline

Summary

This PR brings the complete CreditTech alternative credit scoring system onto the repo.

Frontend (apps/borrower-app/ — React + Vite + Tailwind)

• Home.tsx — KPI dashboard, ingestion rail health grid (AA / Geospatial / Bureau / SHG-FPO), simulate-run button with live API call
• SakhiEntry.tsx — Borrower registration form with DPDP Act assisted-consent checkbox; submission blocked without consent
• Fairness.tsx — Fairness monitor + DPDP storage-limitation purge panel
• Applications.tsx / ApplicationDetail.tsx — Officer workspace with SHAP reason codes and human-in-the-loop decision panel
• index.html — Outfit + Plus Jakarta Sans fonts, updated meta tags

Backend (services/core/ — FastAPI modular monolith)

• Scoring, consent, decisioning, monitoring, grievance, simulation, ingestion, admin modules
• SHAP explainability service
• Append-only audit log

ML (ml/)

• Feature engineering pipeline
• Logistic scorecard training
• Model registry with v1.0.0-logistic
• SHAP evaluation

Database

• Alembic migrations with full schema

Tests

• 25+ pytest files covering all modules and phases

Infra & Docs

• Terraform modules (container app, database, network, storage)
• Phase 0–6 documentation, PDFs, presentation

Test plan

• cd apps/borrower-app && npm install && npm run dev — loads at localhost:5173
• Sakhi Entry: submit without consent checkbox → blocked with error
• Home: 4 ingestion rail cards visible, Simulate run button fires
• Fairness: DPDP purge button triggers confirm dialog
• Backend: uvicorn services.core.main:app --reload starts OK
• pytest tests/ passes
