Release v1.6.0

New feature:

• improve GraphKB caching and add optional rate limiting
  Replaced ad-hoc in-process caches (QUERY_CACHE, FEATURES_CACHE, per-connection term cache) with HTTP-level caching via requests-cache.
  Rate limiting is built on requests-ratelimiter's LimiterAdapter and is opt-in (off by default). Can be combined with caching or used standalone for scripts that only need rate limiting.
  New GraphKBConnection options: cache_name, only_if_cached, custom session, limiter_kwargs; per-request ignore_cache/force_refresh headers.

Improvements:

• split github actions tests into a fast pass and a full pass (on Python 3.11)
• DEVSU-3013: create_key_alterations now returns structured {variantType, variant} objects (keyed by the observed variant's key) instead of hardcoded display-name strings, so the IPR API can associate key alterations with their originating variants at report-creation time.
• SDEV-5403: added HRD kbCategory example values to content.spec.json and expanded HRD annotation tests.
• DEVSU-3011 (pori_python/ipr/summary.py): fixed get_ipr_analyst_comments project matching to use the new projects (list, many-to-many) field instead of the old single project field, following an IPR API schema change; added integration test suite validating the mock summary output against the live schema.

Bug fixes:

• DEVSU-3023 (pori_python/ipr/main.py): fixed async report uploads dumping the entire nested job/report payload into the result. Async uploads now return just ident, matching the shape of sync results (which return ident + message).
• DEVSU-2990 (pori_python/ipr/summary.py): variant-text section headers changed from 'h2' to 'h3' for consistent font sizing, and cancer types in the header are now comma-space separated.
