Upgrade to @labkey/build 10.x

The LK build process is changing, outlined here: https://github.com/LabKey/labkey-ui-components/tree/develop/packages/build/configs.

@hextraza, on this PR can you please:

• Ensure this change is working
• Use this opportunity to double check our MCC npm dependencies to make sure we actually need them. "npx depcheck" is one option. It flagged 'tsv' as no longer needed, but I did not follow up. It also gave some false positives.

@hextraza: Here's where I landed with this. This is passing, but I found two things I didnt quite understand:

• Unlike LK's docs, I needed to add rspack-cli as a dependency. One of us should follow up w/ LK on this.
• LK's gradle plugin runs 'npm ci --legacy-peer-deps' (https://github.com/LabKey/gradlePlugin/blob/0f9767d365f94fe154c151432039008543d6cfd4/src/main/groovy/org/labkey/gradle/plugin/NpmRun.groovy#L145). This means that we must run 'npm install --legacy-peer-deps' when we create package-lock.json. That doesnt seem to be a problem for MCC (which is a pretty simple module), but might matter for JBrowse.
