feat(splice): add LocalNet adapters for Splice 0.7.x and 0.8.x - #340

Upstream tip is 0.8.1 but DevKit only registered 0.5/0.6 adapters, so newer majors could never catalogue or bring up. Embed the unchanged 0.6 compose contract under v07/v08, catalogue 0.7.0–0.8.1, bump latest_alias, and extend refresh-versions supported_majors. Closes #339
