docs: add cc-safety-net to Security & Permission

新增安全扩展 / New security extension.

在工具调用执行前拦截破坏性 Git 与文件系统命令，例如 git reset --hard 和 rm -rf，并阻止访问 SSH 密钥、.env 文件等机密。它不是沙箱。package.json 的 pi.extensions 指向 ./dist/pi/index.js。

在 README.md 与 README.en.md 的 “Security & Permission” 小节末尾各添加了一行，并用 bun run export-catalog 重新生成了 mcp/catalog.snapshot.json。快照只新增了这一条，两个分类计数各加一。site 的 bun run validate 与 mcp 测试均通过。
