Update Python version to 3.11 in workflows and configuration

This pull request updates the project to use Python 3.11 as the default version across all workflows, configuration files, and documentation. It also adds Python 3.14 to the list of supported versions in the package metadata and updates the beans_logging submodule to a newer commit.

Python version updates:
