Updates Wasmtime to version 47

Why am I making this change?

We have some Dependabot PRs trying to update specific dependencies to version 47 but they all need to be updated together.

• I've updated the default plugin import namespace and incremented the major version of javy-plugin-api if the QuickJS bytecode has changed.
