fix(viewer): square the terminal toolbar icon buttons - #119

The panel toolbar's icon buttons were padded wider than tall (24.5x17.5px at the 14px root), and the compose button's smaller pencil left it a different size again. Each button is now a fixed 1.5rem square with its icon centred, and the pencil uses the default icon size like the rest. The terminal toolbar row is 3.5px taller with square buttons. The new baselines are the screenshots CI rendered in the pinned Linux runtime; each diff is confined to that row and what sits below it. Purpose
The icon buttons in the terminal tab row looked off-square: they were 24.5×17.5px, and the compose (pencil) button was 22.8×15.8px because of its smaller icon.
