Summary

Add Codecov configuration to enable code coverage tracking for this repository.

Context

This repo has been identified as a core production repo for Konflux to be tracked for code coverage and approved by the repo maintainer or tech-lead.

The configuration is set to mandatory with a 100% patch coverage target, meaning:

  • Coverage reports will be posted on PRs
  • The check will block merges if coverage falls below 100%

Configuration details

  • Patch coverage target: 100%
  • Project coverage target: 100%
  • CI requirement: enabled (coverage check will block on CI failures)
  • Comments: disabled (reduces PR noise)

Related

This repo has been identified as a core production repo for Konflux
to be tracked for code coverage.

Configuration is set to informational mode (advisory only) with 80%
patch coverage target. The check will not block PRs.

AI Description

• Enable advisory Codecov project and patch coverage status checks.
• Target 80% patch coverage without blocking merges or requiring passing CI.
• Disable Codecov PR comments to reduce review noise.
High-Level Assessment

A repository-owned codecov.yml is the appropriate approach because it keeps coverage policy versioned, reviewable, and portable. Codecov dashboard-only settings were considered but would be less visible and auditable.

Add non-blocking Codecov coverage policy

• Configures informational project coverage using an automatic target with a 1% threshold and informational patch coverage targeting 80%. Disables CI-pass requirements and automated PR comments so coverage remains advisory and low-noise.

Review

The committed configuration does not match what the PR title and body describe. The stated intent is an informational, non-blocking Codecov integration with an 80% patch target; the actual diff sets 100% enforcing targets, flips the CI upload step to fail on any Codecov error, and silently removes the local coverage gate in the Makefile. These need to be reconciled before merge.

Findings

Critical

  • [intent-mismatch] codecov.yml:22 — PR body claims patch target 80%, project target auto, both informational. Actual codecov.yml sets project.default.target and patch.default.target to 100% with threshold: 0%, with no informational: true flag. Codecov defaults status checks to enforcing when informational is not set, so the committed configuration will post real failing status checks (not informational-only) whenever a PR does not achieve 100% coverage — the opposite of the stated intent.
Remediation: Either update the PR body to accurately describe the 100% enforcing targets, or update codecov.yml to match the stated intent — for the patch block set target: 80% and add informational: true; for the project block set target: auto and add informational: true.

  • [intent-mismatch] .github/workflows/pre-merge-ci.yaml:82 — PR body states "CI requirement: disabled (coverage check won't block on CI failures)". The diff flips fail_ci_if_error: false → true. Combined with if: always() on the Codecov upload step, any Codecov upload error (service outage, transient OIDC failure, malformed report) will fail the pre-merge CI job even when tests pass. This directly contradicts the stated non-blocking intent.
Remediation: Either revert to fail_ci_if_error: false to match the stated non-blocking intent, or update the PR body to disclose that pre-merge CI will now fail on Codecov upload errors.

High

  • [undisclosed-scope] Makefile:54 — The PR body describes only Codecov configuration, but the diff also removes the | jq ... halt_error(1) post-processor from the COVERAGE macro. That guard was the local 100% coverage gate reachable through make test / make quiet-test / make ci. With it gone, developers running tests locally and the pre-merge CI job's make ci step no longer fail on coverage regressions; enforcement now rides entirely on the Codecov status check, which only blocks merges if it is a required check in branch protection. Combined with the codecov.yml findings above, coverage may end up neither locally nor remotely enforced.
Remediation: Disclose and justify the Makefile change in the PR body. Confirm that codecov/project and codecov/patch status contexts are (or will be) required checks on the main branch protection; otherwise retain the local halt_error as defense in depth.

Next steps:

  • /fs-fix — agent addresses review findings automatically
  • /fs-fix <your instruction> — agent fixes with your specific guidance
  • Push commits directly — review re-runs automatically on push
  • /fs-fix-stop — disable automatic fix runs for this PR
Previous run

Review

The PR body advertises "80% patch coverage, informational mode" but the committed codecov.yml sets target: 100% with no informational: true flag, and the Makefile change removes the only local gate that failed CI on coverage regressions. The end state does not match the stated intent. These need to be resolved before merge.

Findings

High

  • [ci-coverage-regression] Makefile:54 — The removed jq -j -r 'if .coverage < 100 then ... | halt_error(1) else "" end' line was the sole gate that made make test / make quiet-test exit non-zero on Rego coverage < 100%. make ci depends on quiet-test, and .github/workflows/pre-merge-ci.yaml runs make ci as its blocking pre-merge check. After this change nothing in the repo blocks a coverage regression: the new codecov.yml sets codecov.require_ci_to_pass: false and no Codecov status is wired into required checks. The net effect is a complete removal of coverage enforcement, not the "advisory 80%" relaxation the PR body describes.
Remediation: Either keep the local halt_error(1) gate in the Makefile, or add an explicit blocking step in .github/workflows/pre-merge-ci.yaml that fails when coverage.json reports below the intended threshold. If the intent is to transfer enforcement to Codecov, remove require_ci_to_pass: false and add the Codecov status to required checks in branch protection.

  • [spec-implementation-mismatch] codecov.yml:25 — The PR body claims "Patch coverage target: 80% (informational)" and "Project coverage target: auto (informational)", but the committed file sets coverage.status.project.default.target: 100% threshold: 0% (line 25) and coverage.status.patch.default.target: 100% threshold: 0% (line 29), with no informational: true under either status block. Codecov will therefore post codecov/project and codecov/patch statuses that go red on any PR whose coverage is even a fraction below 100%. codecov.require_ci_to_pass: false does not silence those statuses — it only controls whether Codecov waits for CI before evaluating them.
Remediation: If the intent is truly advisory at 80%, set target: 80% (or auto) and add informational: true under both project.default and patch.default. Otherwise update the PR title and body to describe the actual behavior (100% target, blocking status if the check is required).

Next steps:

  • /fs-fix — agent addresses review findings automatically
  • /fs-fix <your instruction> — agent fixes with your specific guidance
  • Push commits directly — review re-runs automatically on push
  • /fs-fix-stop — disable automatic fix runs for this PR

In this repo we maintain 100% coverage, see https://github.com/conforma/policy/blob/main/Makefile#L47-L56 .

Also, I'm not sure if Codecov works in this repo since the code is rego, and I don't know if Codecov supports that.

@simonbaird codecov works here, it reports 100% coverage, see: https://app.codecov.io/gh/conforma/policy

Regarding whether we need the suggested change or not - I'm not sure, giving the fact that the CI is checking that the coverage is 100%. I'd say not, but that's up to you to decide

@simonbaird we could change the target to 100% and the threshold to 0% in order to sync it to what's in the makefile.

If Codecov exactly matches the Makefile coverage logic, i'd rather switch to Codecov, since it's a more standard and shared solution (e.g: our custom coverage checks were not detected by @eedri scripts)

@st3penta we can also change the ignore pattern in the codecov.yaml to include or exclude files.

@eedri i think the current setup is fine, imho we just need to tweak the thresholds to align to our current (higher) standards.

Once codecov is in place we could remove just this line (and not the whole snippet linked by @simonbaird as i suggested earlier), to disable the custom coverage report threshold.

sure, do you want me to update it to enforcing 100% instead of informatioonal 80%?

@st3penta

i would:

  • enforce 100%
  • add codecov.yml to the LICENSE_IGNORE var in the Makefils
  • remove the enforcement line in the Makefile

if you want, i can work on it! Put a thumbs up to this comment and i'll do it

Set the Codecov project and patch targets to 100% with zero
tolerance. Keep generating coverage.json for the Codecov action and
remove the duplicate Makefile check. Add the Apache-2.0 header to
codecov.yml so make lint checks it without an ignore exception.

Use Codecov's default CI requirement and fail the workflow when the
coverage upload fails. Keep coverage enforcement in the Codecov
project and patch checks required by branch protection.

Retro: PR #1840 (closed, superseded by #1868)

Workflow summary. Human-authored PR from eedri opened 2026-09-06 proposing a Codecov config described as "80% patch coverage, informational". The review agent ran three times across three commits (run 34031995844, risk-score low 1/5, cost $2.93 for the first run). Review verdicts tracked the evolving diff accurately:

  • Commit 1fbbc444 — body matched diff (80% informational). Review: "Looks good to me" → APPROVED.
  • Commit de1cfbca — diff flipped to 100% enforcing but body still said 80%. Review flagged two High intent-mismatch findings with precise remediation (update body OR update code).
  • Commit 14c013e0 — additionally set fail_ci_if_error: true and removed the local jq coverage gate in the Makefile. Review flagged two Critical intent-mismatches plus one High undisclosed-scope finding.

Maintainers (simonbaird, psturc, st3penta) discussed the direction, agreed 100% enforcement was the correct intent, and ultimately opened PR #1868 with the exact same diff plus an accurate body. That PR merged 2026-10-14; #1840 was closed as superseded the same day. Human reviewers (Acepresso, jsmid1) silently approved the superseding PR.

Review quality. The intent-mismatch findings were substantively correct: the final merged code is the enforcing 100% diff, and the superseding PR body matches it. The review's prescription of "either update the body or update the code" accurately framed the choice the maintainers eventually made. No human reviewer flagged a defect the review missed; the humans' comments were directional discussion, not corrections of agent findings. The silent approvals on #1868 are inconclusive for autonomy signal per the autonomy-readiness skill.

Autonomy readiness. One PR of agent-validated intent-mismatch detection on a config change is a single data point, not a pattern. Not enough evidence to propose an autonomy-increasing change here. Existing tracker agents#309 and agents#427 model how such evidence is accumulated for other change classes; a config-PR-intent-mismatch tracker is not warranted on this single sample.

Superseded-PR early-exit. This retro ran on a closed-not-merged human-authored PR whose content was fully merged via a sibling PR. Open issues agents#988 and agents#586 already cover superseded-PR skip logic (currently scoped to agent-authored PRs with linked issues). Extending that scope to human-authored PRs is a narrow refinement that overlaps enough with the existing proposals that filing a separate issue would duplicate effort — surfacing this as summary-only evidence instead.

Judge scores (all candidates):

  • 2/5 — Extend pre-retro superseded-PR skip to human-authored PRs (summary-only; overlaps with agents#988 and agents#586).
  • 2/5 — Calibrate review effort based on risk score for XS low-risk config PRs (summary-only; one-off cost observation, likely an intentional policy to keep review quality uniform).
  • 1/5 — Track autonomy evidence for config-PR intent-mismatch detection (summary-only; single data point insufficient).

Disposition: no proposals filed. The review workflow executed correctly, caught the real issue, and the human decision path resolved appropriately.
