The /cad-why tier and join tests build their own close in a temp repo, the record parsers take verbatim excerpts inline, and PHS-02 asks status of a roadmap in its own directory. Tests that only checked this repository's own records, or repeated a case a built fixture already covers, are deleted.

.planningrecords (269 files) frommainand ignores the folder, so planning records stay local and never land in the repository again.
