What and why

Adds the phase 11 (deviation reconciliation) design and implementation plan, filed under docs/work/mvp/phase11/, and links the design from the roadmap's phase 11 row. Documentation only; no code. Refs #104 (the issue stays open for the implementation PRs).

  • Design — re-derives every design §10 deviation (33) and §11 resolution (68) from source: per-entry verdict (confirmed / narrowed / contradicted) and disposition (repair / retain / doc-correct), the "Retained deviations and why" table, the docs/deviations.md shape, the ledger-audit gate, inbound status-note dispositions, the first-release.md walk, the as-built line refresh and the decisions log (P11-*).
  • Plan — numbered TDD tasks in six stacked PRs (gates and safety repairs; error taxonomy and async bridges; bodies, headers, URLs and pages; transport native retry; observability, configuration, retry, SSE and auth; deviations ledger and close-out), with a traceability table.

Requirements

None satisfied here; the documents cite the IDs each §10/§11 entry touches.

Verification

  • dotnet run --project .claude/skills/housekeeping/src -- probe is clean

Records

  • Not user-visible; no CHANGELOG.md entry
  • No deviation recorded or changed by this PR
  • No release work uncovered here
  • Nothing under docs/product-spec/, docs/sdk-design-dotnet/, docs/styleguide/ or docs/knowledge/harvested/ edited
