The Polkassembly website is shutting down, so remove the PolkassemblyIo and PolkassemblyNetwork external link definitions along with the logo. Co-authored-by: Claude Opus 5 (1M context) <noreply@anthropic.com>

Remove four external link providers whose sites are no longer reachable or no longer serve the linked pages: - Edgscan (edgscan.ink): NXDOMAIN, and Edgeware itself is dead - SubId (sub.id): DNS zone gone, died along with Subsocial - MoonbeamApps: the Moonbeam parachain shut down and apps.moonbeam.network now redirects to a migration notice - Commonwealth (commonwealth.im): redirects to common.xyz, which no longer serves the governance pages Co-authored-by: Claude Opus 5 (1M context) <noreply@anthropic.com>
