Reserves the Counter boundary and stable memory-item contracts without enabling Counter behavior.

Reasoning

Future Counter work needs a durable place in frozen job inputs and the pre-reflection pipeline before observations or aggregation are implemented.

An optional stage port with an explicit nullable report lets future work plug in without changing Reflector or job checkpoint APIs.

The default implementation emits no report, artifact, stage state, model call, score, proposal, mutation, or ledger event.

Changes

• Add independently versioned memory-item, Counter observation, and Counter report contracts.
• Carry active memory-item identities separately from rendered EVOLVE.md content.
• Add an optional pre-reflection stage port and disabled implementation.
• Pass an explicit nullable Counter report into Reflector.
• Document attribution strength, task-level final-observation deduplication, policy boundaries, and deferred behavior.
