feat: Status Tab indicator for Dashboard?

Summary

• Currently the status tab doesn't indicate if the dashboard is running. Do we want something that does that?

Added a Dashboard status card to the Status tab (commit 4479a23, on fix/action-plan-batch) -- only shown when Dashboard is installed on the image, shows active/inactive same as the other service cards.
