Provide MRZ-specific initialization in offline registration FAQ #71

mrz-scanner/license/offline-registration-license.md includes shared offline-registration answer code that initializes Barcode Reader APIs (including Dynamsoft.DBR.BarcodeScanner and CBarcodeReader) in every language example. As presented on an MRZ Scanner page, these snippets do not initialize an MRZ application.

Verify the relevant MRZ SDK initialization APIs and provide product-specific MRZ examples, or remove the MRZ article/index entry if offline registration does not apply. Preserve the Barcode Reader examples for its page; split shared and product-specific text where necessary. Content follow-up outside PR #69.
