feat(decedent_estate): add opt-in forced-heirship follow-up - #179

decedent_estate가 유언 요건 review를 완전히 끝낸 뒤, "유류분 영향 확인하기" opt-in 제안(SuggestedAction)을 붙인다. 사용자가 버튼을 눌러야만 새 user_message가 기존 router를 통해 heir_share_analyzer로 라우팅되며, 자동 handoff/pending_handoff는 만들지 않는다. AgentOutput.suggested_actions는 특정 에이전트 조합에 종속되지 않는 일반 계약이라 향후 다른 opt-in 제안(예: asset_organizer → tax_calculator) 에도 재사용할 수 있다.
