Pin blink modernize analyzer to gopls v0.23.0 - #213

gopls v0.24.0 removed the modernize/cmd/modernize package path and requires Go >= 1.27, so the @latest run breaks the analysis job on every PR. Pin to v0.23.0, the last release that ships the command and builds with the Go version used in CI.

The
analysisjob'sgopls modernizestep runs...modernize/cmd/modernize@latest. gopls v0.24.0 removed that package path and now requires Go >= 1.27, so the step fails on every PR:Pin to v0.23.0 — the last release that still ships the command and builds with the Go version CI uses (1.26.9). Runs clean (exit 0) locally.
