Summary

Enable PostGIS raster, topology, and tiger geocoder across native desktop, mobile, and WASIX. PostGIS carriers now include all companion SQL, modules, and runtime data, with fuzzystrmatch declared as a dependency. Shared lifecycle fixtures exercise GeoTIFF pixel/SRID round trips, persistent topology, and address normalization.

• Use main’s component graph, generated SDK catalogs, Windows Bash/TypeScript/Meson producer, artifact contracts, and Release Please ownership. Resource consumers validate and stage the complete SQL/module inventory; mobile carriers rewrite companion module references and register every companion C function against the merged static module. Installed mobile qualification checks the exact generated SQL-member catalog, including PostGIS companions.
• Update pinned sources to PostGIS 3.6.4, GDAL 3.13.3, GEOS 3.15.0, PROJ 9.9.0, JSON-C 0.19, libxml2 2.15.4, and SQLite 3.54.1, with exact-source license audits. Retain main’s pg_textsearch 1.5.1 update and regenerate the combined WASIX exports from compiled modules.
• Preserve compatible published v1 carrier contracts by deriving their original primary SQL/module identities when both companion fields are absent. Partial contracts and incomplete PostGIS companion inventories still fail validation. Prepared runtimes now require every companion control file, base installation SQL, and module using the shared canonical SQL rule.
• Build static GDAL in Release mode within existing archive safety limits. Stage GDAL data consistently, restore embedded runtime environment overrides on shutdown, and preserve source revision/date metadata.
• Correct extension selection and cache invalidation, Windows long-path checkout and static PROJ usage requirements, and the observed Windows C++ runtime dependency. Align Rust resource packaging, Apple archive inventory/cache capacity, and Kotlin NDK provisioning with the produced artifacts. Order pgwire integration and AOT tests so Windows does not rebuild a running CLI.

Release Intent

• Package/API/runtime change: conventional feat(extensions) title.
• Source pins, generated metadata, and release metadata affectedness are current.
• Product versions remain owned by Release Please.

Verification

• Local source/license audits, affected SDK and packaging checks, extension owner tests, release metadata, and full workflow/planner validation. Mobile catalog regressions, example type-checking, lint, formatting, and WebDriver cleanup/staging tests pass.
• Real Linux and Android PostGIS artifact builds and resource consumption (all 1,246 generated PostGIS registry symbols verified against the compiled Android archive), native lifecycle and environment-restoration tests, Windows PE dependency-closure tests, and Kotlin native consumer execution with the pinned NDK.
• Real WASIX portable/AOT builds, browser persistence and recovery, installed-package smoke, and full catalog lifecycle tests including backup/restore. Ordered pgwire integration/AOT execution and its task-graph regression check pass locally.
• Published v1 carrier compatibility: verified npm vector 0.3.1 payloads and Android/iOS vector 0.3.2 archives with their respective exact runtime pins. Existing consumer tests cover legacy and partial contracts, missing companions, update-only SQL, corruption, and undeclared files.
• Exact-head hosted CI, including the Required gate, all native/WASIX host targets, and installed Android/iOS app tests. Same-run native and WASIX lifecycle evidence covers all 39 extensions; installed mobile receipts verify the full 39-extension ICU catalog and companion SQL checks.

Hosted qualification passed for 3a8ec96c425cc667d89c7d48e8e87cb974fe8828: CI run 39596640848 (attempt 2) completed with 101 successful jobs, four intentional skips, and zero failures. The Required gate passed. Same-run native/WASIX lifecycle evidence and installed Android/iOS receipts match this commit and source tree 8e0a6b748ed389dcd8e038ae02575590f67ec700 and cover all 39 extensions. The branch includes current main a9206c24fdac6247a5c6cc54ef99524528beb58f.
