What
Jest -> Vitest in api and bot; ip-address patch for npm bundled in Docker images.
Why
Jest ESM mocking is experimental and behaved differently on Linux; Trivy alerts #247, #248, #252, #253.
Testing
api 388/388 on Windows (cold cache) and Linux, bot 6/6, web 21/21, check-types, lint, audit clean.
