Bump the five SDK packages to 0.7.0 in lockstep and record the release in each package's changelog. The RUM package can now keep the sessions the sample rate does not draw and upload them only when they report an error.

Release 0.7.0 of the five HarmonyOS SDK packages, bumped in lockstep.
@flashcatcloud/rum0.7.0 adds error-session capture:RumConfigurationBuilder.setSessionOnError(true), also controllable from the console's remote configuration.
