Drop support for FLINT 3.0-3.3.
Since FLINT 3.4 is now available on Ubuntu 26.04 the libflint-dev package can now be used in GitHub Actions CI jobs. That seems like a reasonable milestone for dropping older FLINT versions to free up a lot of compatibility code.
