Adds a test-windows job on windows-latest that runs cargo test -p cli -p code-runtime -p code-plugins. Until now the Windows paths were only cross-compiled, so their runtime behaviour was unverified. This job runs them on a real Windows host, including the OAuth browser-launch argument test and the hook-command path.
Scope
This checks the code paths in unit and integration tests. It does not perform a real interactive OAuth login on Windows.
The Windows code paths (OAuth browser launch, hook execution, path handling) were
only cross-compiled. Run cli, code-runtime and code-plugins tests on a windows
runner so those paths execute on Windows.

Walkthrough
The pull request adds Windows CI coverage for the CLI, runtime, and plugins test suites. It also updates CLI tests to use platform-aware path checks and restricts two integration tests to Unix.

Summary
Platform-aware CLI tests cli/src/main.rs
Telemetry tests check settings paths using platform-aware components. Temporary-directory cleanup ignores removal errors. Two integration tests are restricted to Unix.
Windows CI job .github/workflows/rust-ci.yml
A job on windows-latest installs the pinned Rust toolchain, restores the Rust cache, and runs tests for cli, code-runtime, and code-plugins with --no-fail-fast.
frontal-labs/code#97: Adds the OAuth login flow whose browser-launch test is exercised by the Windows CI job.
frontal-labs/code#101: Updates Windows OAuth browser launching and adds a full-URL argument test exercised by the Windows CI job.

Merge Risk: Moderate · previous review bf59c
The new Windows CI job will likely fail on a plugin test that runs a shell-script fixture. It also will not run for pull requests that change only the CLI, which is the code this PR adapts for Windows. Gate or adapt the plugin test and add cli/** to the workflow path filters before merging.

Windows CI ran cli tests and failed seven. Path assertions now compare path
components instead of forward-slash strings. Tests that write raw Windows paths
into JSON, run a Unix shell plugin, or call python3 are gated to Unix. Temp
cleanup that git can still block on Windows is best effort. The Windows job
runs with --no-fail-fast so every failure in a run is visible.

Both the push and pull-request path filters omit cli/**. A PR that changes only cli/src/main.rs will not run the new Windows job. Add cli/** to both filters. (raw.githubusercontent.com)

generate_random_token read /dev/urandom, which does not exist on Windows. PKCE and
state generation therefore failed there, so OAuth login could not start on Windows.
Use getrandom, which is already in the dependency graph, instead.

The project and legacy settings paths were joined with a literal forward-slash
component. On Windows that produced mixed separators in the path the config
loader reports. Join the components instead.

- Path assertions compare path components, not forward-slash strings.
- Tests that run Unix shell hooks, plugin scripts, sleep, or python3 are gated to Unix,
and their test modules allow the items that become unused on Windows.
- Workspace boundary tests use Unix-only roots on Unix; a new test builds roots from
the current directory, so the boundary logic runs on every platform.
