feat: simplify native desktop pairing with public workflow and task names

User-facing change

Provide copyable English and Chinese desktop setup prompts using a pinned public workflow, a peer title and a scoped topic. No local checkout path or manually copied internal ID in the prompt. Add a readiness-only mode that preserves stops; setup does not message peers or edit business files.

Verification

• Anonymous pinned source fetch: HTTP 200, 6569 bytes, exact source parity.
• Skill Creator format validator passed using isolated uv dependency environment.
• npm test: 459 passed, one optional native test skipped; 55 schema cases and seven transitions passed; 146 Markdown files clean.
• Real title-only desktop matching and public-source activation are NOT claimed: existing validation tasks remain stopped pending scoped permission for a readiness-only check.
• No global plugin installation, release asset replacement, UI recording or community reply.

The entry record and planning files preserve this boundary. This is a bounded onboarding improvement, not a new transport or proof of advantage over native Codex.
