chore: move delegation and structured to gen_agent_delegate - #566

extensions/delegation and integrations/structured now live in genagent/gen_agent_delegate with the history of their paths and build there against published gen_agent, gen_agent_claude and gen_agent_codex. This removes both directories, the source-packages CI job, their entries in scripts/quality.sh and the root package's release-please exclude-paths, and points the README, CONTRIBUTING and RELEASING at the new repository. Dependabot had no entries for them. Closes #542

Status: complete. Local gates pass; CI pending.

extensions/delegationandintegrations/structured..github/workflows/ci.yml: remove thesource-packagesjob, which ran only these two packages.scripts/quality.sh: remove both packages from the package list, the allowed paths and the source-only branch.release-please-config.json: remove both paths from the root package'sexclude-paths. Neither had its own release component or manifest entry.After merge, genagent/gen_agent_delegate#2 moves to the new repository.
Gates
scripts/quality.sh .locally: deps unlock check, hex.audit, compile with warnings as errors, format, credo (no issues), 426 tests, docs, dialyzer (0 errors). The removed packages' gates now run in genagent/gen_agent_delegate#1: structured 54 tests plus the profile check, delegation 96 tests plus a plugin export.Out of scope
