Fix mixed lifecycle search materialization

Summary

• propagate external producer delete intent through Taproot's sealed owner mutation issuer
• normalize public search administration conflicts and dependency failures
• bind the corrected Taproot protected-main candidate and refresh exact evidence guards
• add assembled mixed resource, annotation, memory, prompt, and task lifecycle coverage before SQLite/Qdrant semantic checks

Reproduction and verification

• old Taproot path reproduced staleHeads=1 with pending/leased/dead all zero after prompt delete
• focused native SQLite lifecycle now reaches staleHeads=0, rebuilds, activates, and returns healthy
• packed process check passes mixed lifecycle, lexical readiness, rebuild/activate, semantic readiness, backup, and restart
• canonical: 21 files, 134/134 tests, 924.68s
• format, lint, typecheck, build, Node SQLite parity, readiness, performance, security, audit, pack dry-run, and release-boundary checks pass
