Develop

This is a pub workspace with a Flutter package in it, so resolve it with Flutter (which includes Dart). From the root:

flutter pub get
flutter analyze
(cd packages/halvorai_ingest && dart test)
(cd packages/halvorai_ingest_flutter && flutter test)
