[Feature Request] Support IBM Granite Speech 5.0 TurboCTC models (470M)

Hi! Following a discussion in the Handy Discord, @cjpais suggested opening an issue here to request support for the new IBM Granite Speech 5.0 models.

These are fast 470M Conformer-CTC models that would be great additions to transcribe.cpp and downstream apps like Handy:
