Adds Portuguese (Brazil) pt-BR, Spanish es-ES, French fr-FR, Dutch nl-NL, Italian it-IT, Polish pl-PL, Turkish tr-TR, Romanian ro-RO, Greek el-GR and Russian ru-RU to all components.

Changes

• hightide-utils: new locales/<locale>.arb and locales/time/<locale>.arb for all 10 locales. The key order and @ metadata match en-US, so build-intl now generates 12 locales.
  • Polish and Russian use =1/=2/few/many/other plural branches. The library resolver maps 3–4 to few and ≥5 to many. other is the nominative plural, used for labels with no count such as pThemes and the time units. Counted strings also get =0.
• hightide-web / hightide-native: HightideConfigUtils.defaultSupportedLocales now includes the new locales, with native name, 24h default and starting weekday. Light/dark theme names are translated too.
• hightide-web: date segment placeholders are now per language (e.g. JJ/MM/AAAA for fr, ДД.ММ.ГГГГ for ru) instead of the German-only special case, with tests added.
• Storybook locale pickers (web, native, native-web) list the new locales.
• Changelogs updated; version bumps: utils 0.1.9, native 0.10.3. Web is already on unpublished 0.18.0.

Notes for review

• Translations are machine-authored. A native-speaker pass would be good, especially for formal vs. informal address (fr/ro/el/ru/tr formal; es/it/nl/pl informal; pt-BR "você").
• time/en-US.arb has a typo, "Febuary", and an odd agoDays ("days {days} ago"). The translations use the correct forms; en-US is left unchanged.
• de-DE.arb has a slightly different key order from en-US. This is not from this PR.

init, build, lint and test pass locally for hightide-utils, hightide-web and hightide-native.
