PURR Ticket: https://purr.purdue.edu/support/ticket/2817
Some users want to publish a dataset that is larger than the default publication space quota, or upload file that is larger than the default project space quota. We usually manually set a larger quota for either the publication or project or both of them. However, the publication space quota will be reset to 10 GB and the project space quota will be reset to 1 TB if the project is funding-sponsored and such funding information is verified and approved by SPS office staff. We want the larger publication quota and project quota to keep as what they are instead of being reset to the premium values for them.
The code changes are that the publication quota is going to be set to the premium value only if the current pub quota is less than it. Same is applied to the project quota setting that the project quota is set to the premium value only when the current project quota is less than it.
Test procedure:
The test is done on dev and it works as expected.
