Project Setup #171

Initialize a new Go module for the BitNet inference project. Ensure only pure Go is used (no CGo or external C/C++ libs). Set up the Go environment to utilize multiple cores (e.g. confirm GOMAXPROCS is appropriately set) in preparation for multi-threaded execution.
