fix(ci): re-point standards callers to metadatastician/standards - #958
hyperpolymath/standards now redirects (HTTP 301) to metadatastician/standards. Git clone and fetch follow that redirect. GitHub Actions does not follow it for a reusable workflow, so every caller pinned at hyperpolymath/standards@333b06a fails at startup:
Invalid workflow file: .github/workflows/governance.yml#L19
error parsing called workflow ... "hyperpolymath/standards/.github/workflows/governance-reusable.yml@333b06a…"
: workflow was not found.
Scorecard has failed the same way since 2026-10-26. Its last green run was 2026-10-25 04:15 at 9a5db53.
333b06a is still on standards' main, so this is the move, not a lost commit.
This PR re-points the 5 reusable callers (governance, hypatia-scan, mirror, scorecard, secret-scanner), plus the gitleaks-baseline repository: checkout in security-policy, to metadatastician/standards at the same SHAs. No behaviour change is intended.
Lockfile
actions.lock is tool-owned and must not be hand-edited. This session has no working gh credential, so a one-off workflow on this branch does the regeneration (precedent: #936). It:
runs gh actions-lock v0.2.0 with github.token;
runs the estate repair chain from standards 333b06a (relock-sha-keys, complete-job-refs, close-lock, prune-stale). This is regen_lock from scripts/regen-dependabot-locks.sh: the lock alone changes, and the workflow YAML is restored;
verifies the result with update-actions-lock.sh --verify-local, check-lock-sync.sh and the governance gate's own check-actions-lock-gate.sh;
commits only the lock back to this branch.
The one-off has no uses:, so it starts without a lock entry. It removes itself from the tree before the tool runs, so the lock never records it. I delete it in a separate commit before this leaves draft.
Type of change

How has this been verified?
actionlint 1.7.7: 0 messages on all 6 changed workflows and the one-off.
shellcheck: 0 messages on the one-off's script.
hypatia's own WorkflowHardening.scan/1 gives no finding on the one-off. WH002 first flagged a top-level contents: write, so that permission now sits on the job.
I confirmed the cause by curl -sI https://github.com/hyperpolymath/standards → Location: https://github.com/metadatastician/standards, and by the run-page error above.
I confirmed that standards' reusables at 333b06a make no nested uses: call to hyperpolymath/standards, so re-pointing the callers is enough. They do actions/checkout it by repository: 18 + 2 + 2 + 2 times; git follows the redirect for those, and this PR's governance run is the end-to-end check.
Pending: the one-off's run, then this PR's first green governance run after the lock commit.
Notes for reviewers
Beyond this repo: every estate caller of hyperpolymath/standards/... breaks the same way. The ratchet census counted about 368 governance callers, and echidna is one of them. This PR is the hypatia pilot and could become the gitbot-fleet propagation recipe.
The with: hypatia-ref: scanner pin is unchanged.

hyperpolymath/standards now redirects (301) to metadatastician/standards.
Git follows that redirect, but GitHub Actions does not resolve a reusable
workflow through it: every caller pinned at metadatastician/standards@333b06a
ends in startup_failure with "workflow was not found" (governance on main
since 2026-10-25 21:18 UTC, scorecard since 2026-10-26).
Re-points the five reusable callers (governance, hypatia-scan, mirror,
scorecard, secret-scanner) and the gitleaks-baseline checkout in
security-policy to metadatastician/standards at the SAME SHAs, so no
behaviour changes.
actions.lock is tool-owned. A one-off workflow on this branch regenerates
it with gh actions-lock v0.2.0 and the estate repair chain, checks it with
the governance gate's verifier, and commits only the lock. The one-off is
deleted in a later commit on this branch, before merge.

Updated automated checks and workflows to use the new standards source.
Added a one-off workflow to regenerate and verify the action lock file.
The workflows now reference metadatastician/standards at the existing pinned revision. A branch-specific workflow regenerates and verifies actions.lock.
Five reusable-workflow references and the Gitleaks baseline checkout now use metadatastician/standards. Workflow paths and pinned revisions remain unchanged.
Regenerate and verify the lock file .github/workflows/zz-one-off-lock-regen-standards-move.yml
Adds a branch-triggered workflow that clones the target branch and pinned standards revision, regenerates and verifies actions.lock, and prints the lock diff and encoded data.
hyperpolymath/reposystem#329: Covers cross-repository reusable workflow calls that fail before jobs run. This PR changes the referenced repository for those workflow calls.
hyperpolymath/reposystem#319: Covers standards caller pins, lock maintenance, and startup failures. This PR updates the caller repository references and adds lock regeneration and verification.

hyperpolymath/hypatia#956: Adds an oracle workflow that defaults to hyperpolymath/standards, the repository identity changed by this PR.
Merge Risk: Moderate · up to 8089d
The workflow references now point to the new standards repository, but the committed lock file still names the old one. A lock-consistency check could reject the workflows until the regenerated lock is committed, so confirm that commit before merging.

Status: the lock is regenerated and verified, but it isn't committed yet.
Run 1 (40408992659): gh actions-lock v0.2.0 and the repair chain rewrote the lock (8 lines added, 7 removed). It passed update-actions-lock.sh --verify-local, check-lock-sync.sh and check-actions-lock-gate.sh. The push was then refused: GITHUB_TOKEN can't write under .github/workflows/, because no workflows permission exists for it.
Run 2 (40409175431): the same lock, printed instead of pushed. Its LOCK-SHA256 is 02a8950aa1deab26d78045e317c9cbdaef14c8b1346f875fef3dcef4e45c2e8b.
The diff the tool produced:
the 5 caller entries and the dependency key change from hyperpolymath/standards@333b06a… to metadatastician/standards@333b06a…;
that dependency's owner_id changes from 6759885 to 297579217;
an empty entry is added for main's existing zz-one-off-lock-regen.yml.
Blocker: the lock is tool-owned, so I'm not committing it from this session. One of these needs to land the tool's bytes:
run the same chain locally on this branch and push; or
give the one-off a token with workflow scope, so it can push its own output.
Until then, governance, hypatia-scan, mirror, scorecard and secret-scanner can't start on this branch. The Integration Status failure on 98b3d55 follows from that.
Its two runs (40408992659, 40409175431) regenerated and verified the lock
(sha256 02a8950aa1deab26d78045e317c9cbdaef14c8b1346f875fef3dcef4e45c2e8b);
the owner lands those bytes with gh actions-lock locally.

Regenerate actions.lock for the metadatastician callers.
At the reviewed head, .github/workflows/actions.lock still records hyperpolymath/standards@333b06a… for the governance, hypatia-scan, mirror, scorecard and secret-scanner workflows. The workflows now call metadatastician/standards at the same SHA. The lock and the uses: owner therefore disagree. A lock-sync check that compares them can fail for these workflows. Regenerate the lock from the updated uses: references, and commit the result to this branch before merge.

This is correct, and the lock isn't committed yet. actions.lock is tool-owned, and GITHUB_TOKEN can't push files under .github/workflows/.
The one-off run 40409175431 has already regenerated it with gh actions-lock v0.2.0 and the estate repair chain. It passed check-lock-sync.sh and --verify-local, and the result has sha256 02a8950a…. The owner is landing those bytes with a local run, and I'll resolve this thread once that commit is on the branch.

@hyperpolymath Understood. The reported validation covers the regenerated lock, but the branch update is still pending. This finding remains open until the generated bytes are committed. I’ll leave thread resolution to you.

Regenerate actions.lock for the renamed reusable workflows
When the repository's actions-lock synchronization gate checks these five managed callers, the workflow and lockfile now disagree: .github/workflows/actions.lock still associates governance, hypatia-scan, mirror, scorecard, and secret-scanner with hyperpolymath/standards@333b06a... and defines no metadatastician/standards dependency. Consequently, governance will fail lock verification after the reusable workflow starts, leaving the required check red. Regenerate and commit actions.lock with these owner changes.
The reason will be displayed to describe this comment to others. Learn more.
Correct, and it's the same gap CodeRabbit raised on this line. The tool-regenerated lock (run 40409175431, sha256 02a8950a…, which passes check-lock-sync and --verify-local) is being landed by the owner's local gh actions-lock run. This PR must not merge before that commit is on the branch.

Register the transferred repository in SHA propagation
After adopting the new canonical repository name here, merge events from that repository will carry source_repo: "metadatastician/standards", but Hypatia.Rules.ShaBumpPropagation.@known_reusables still registers every standards workflow only under hyperpolymath/standards, and matched_reusables/1 compares the names with exact equality. A future change to any of these reusable workflows will therefore produce no propagation finding, so this caller and other consumers can remain pinned to the obsolete SHA. Update the registry and its tests for the transferred name, retaining the old alias only if it is still intentionally supported.
The reason will be displayed to describe this comment to others. Learn more.
Confirmed: matched_reusables/1 compared the repository names exactly, so a merge from metadatastician/standards produced no finding. Fixed in #961: every standards reusable is registered under both names, through the new Hypatia.Rules.StandardsRepo. The same gap existed in the merge-orchestration sensor's meta guard and in the WF016/WF027 tables, and #961 fixes those too. #961's new tests fail against main and pass with the fix.
The reason will be displayed to describe this comment to others. Learn more.
Add the new workflow owner to the selected-actions allow-list
For repositories using allowed_actions: selected, these new reusable-workflow paths are no longer covered by the existing hyperpolymath/* allowance. The curated scripts/ci-health/action-superset.txt also lists only the old hyperpolymath/standards/... paths, while detect.sh treats that old set as complete and remediate.sh writes it back verbatim. Such repositories will reject these calls during parsing with zero-job startup_failure, and the scheduled health sweep will neither diagnose nor repair the missing allowance. Add the metadatastician/standards reusable paths (or an appropriately scoped owner pattern) to the curated allow-list.
The reason will be displayed to describe this comment to others. Learn more.
Confirmed: hyperpolymath/* doesn't cover the new owner. #961 adds the 13 metadatastician/standards/... reusable paths to scripts/ci-health/action-superset.txt.
While testing that, I found remediate.sh could never write the allow-list at all. jq parsed ["hyperpolymath/*"] + . as $pats | {...} as array + object, and test/ci-health-test.sh exited 5 on main. #961 adds the parentheses, and the test now passes.
For this repository specifically: if hypatia's own Actions policy is selected, its allow-list must include the new paths too, or these five callers will still fail at startup. That is a repository setting, outside this PR.
## Summary
Follow-up to #958. `hyperpolymath/standards` moved to
`metadatastician/standards` on 2026-10-25. Rules keyed on the old name
went quiet for anything under the new one, which Codex raised on #958:
| Where | Before | After |
|---|---|---|
| `ShaBumpPropagation` | Merge events from the moved repo carry the new
name, and `matched_reusables/1` compares names exactly, so **no
propagation finding** fired | Every standards reusable is registered
under both names |
| `MergeOrchestration.Sensor` | Standards `contractiles/` and
`rulesets/` were `:meta` (never self-approved) only for
`"hyperpolymath/standards"`, so under the new name they classified as
`:object` | Either name, any case |
| `SecurityErrors` pin exemption for own-org standards reusables at
`@main` | Old path only | Both paths |
| `WorkflowAudit` WF016 (orphan pin) and WF027 (measured-dead revision)
| Old path only | Either name (owner/repo matched case-insensitively, as
GitHub resolves it) |
| `scripts/ci-health/action-superset.txt` | Old paths only; the
`hyperpolymath/*` owner pattern doesn't cover the new owner | Adds the
13 `metadatastician/standards/...` reusable paths |
`Hypatia.Rules.StandardsRepo` now holds the names (current first, then
former), so the next rule asks one place.
**Also fixed:** `remediate.sh`'s allow-list body. jq parsed
`["hyperpolymath/*"] + . as $pats | {...}` as `array + object`, so the
B-ALLOWLIST remediation could never build its request, and
`test/ci-health-test.sh` **exited 5 on main**. I added the missing
parentheses: `(["hyperpolymath/*"] + .) as $pats`.
## Type of change
- [x] 🐛 Bug fix (false negatives after an upstream repository move; a
broken remediation)
## How has this been verified?
hex.pm is unreachable here, so I compiled the touched modules standalone
(Elixir 1.14) with their dependencies:
- `standards_repo_test` (new), `sha_bump_propagation_test`,
`security_errors_test`, `workflow_audit_pins_test` and `sensor_test`:
**146/146** pass.
- Control: **6 of the new tests fail against `main`**, one per gap in
the table. `StandardsRepo`'s own 4 tests are new.
- `test/ci-health-test.sh`: **exit 0** (`PASS: CI-health classification
and remediation fixtures`). On `main` it exits 5 with the jq error
above.
- `mix format` is clean on all touched files, and `shellcheck` is clean
on `remediate.sh`.
- **Blast radius:** `WorkflowAudit.audit/2` gives **identical** findings
with the old and new code on the hypatia, standards and echidna trees
(200 / 176 / 120).
## Notes for reviewers
**Beyond this repo:**
- gitbot-fleet's `fix-stale-reusable-pin.sh` and
`stale-reusable-pins.tsv` mirror the WF027 table and likely key on the
old path too.
- The estate needs a rule that flags any `uses:
hyperpolymath/standards/...` as a certain `startup_failure` and routes
the re-point to the fleet. That is the detection half of the estate-wide
#958 fix, and I'd propose it as the next PR.
- `rsr-oracle.yml`'s standards-source guard still names
`hyperpolymath/standards`. That one is an interface change, so it's left
for its own PR.

Besides the three estate-rescan entries (harden-runner, upload-artifact,

## Summary
Part of the stack to turn `governance / Validate Hypatia Baseline` green
(see #966). Under the risk-scoped RE001, `estate-rescan` is one of the
two real findings left in this repo. It is also a concrete credential
exposure:
- The `rescan` job built `panic-attack` from an **unpinned `HEAD`** and
ran it over about 300 repositories.
- `HYPATIA_DISPATCH_PAT` was used in the same job.
- `Checkout verisimdb-data` cloned with the PAT **in the URL**, so the
PAT sat in that clone's `.git/config`, readable by every later step, the
freshly built scanner included.
The workflow is now three jobs:
| job | credential | runs fetched code | egress |
|---|---|---|---|
| `preflight` (writability probe, unchanged logic) | PAT | no (`gh api`
only) | harden-runner `block`: `api.github.com` |
| `scan` | **none**: the repo list is public metadata, read with the
ambient `github.token` | yes: `panic-attack` **pinned at `ac68bba`**
(its current HEAD) | unrestricted |
| `publish` (commit + two squash-merged PRs, unchanged logic) | PAT | no
| harden-runner `block`: `github.com`, `api.github.com`, the artifact
service and its blob storage |
The scans move from `scan` to `publish` as an artifact with 1-day
retention.
**Behaviour preserved:**
- Dry runs skip `preflight` and `publish`.
- A run that scans nothing is still a green no-op: no artifact and no
publish.
- The run still fails fast if the PAT can't write.
### `actions.lock`
The lock is tool-owned. As in #958, a one-off workflow on this branch
(run 40433509902) did the regeneration:
- It ran `gh actions-lock` v0.2.0 plus the standards `333b06a` repair
chain.
- `update-actions-lock.sh --verify-local`, `check-lock-sync.sh` and the
governance gate's `check-actions-lock-gate.sh` all passed.
- It printed the lock's diff and sha256. I applied that diff, and the
file matches the run's `LOCK-SHA256` exactly: `42e5e208…a286`. The
one-off is removed in the same commit.
The regenerated lock changes three things:
1. **This PR's entries:** `harden-runner@v2.22.2` → `dc2769a`,
`upload-artifact@v7.0.2`, `download-artifact@v8.0.2` for
`estate-rescan.yml`.
2. **Main's lock is stale:** #958 squash-merged without its lock commit.
Main's workflows call `metadatastician/standards@333b06a`, but the lock
still records `hyperpolymath/standards@333b06a`. The tool re-keys all
five callers. ⚠️ This overlaps the session unblocking estate CI after
the standards move. Whichever lands first, the other PR should take main
and regenerate.
3. It records the leftover `zz-one-off-lock-regen.yml` from #936, which
is still in the tree.
## Type of change
- [x] 🔒 Security / least privilege
- [x] 🔧 Build / CI / tooling
## How has this been verified?
- `actionlint` 1.7.7 with shellcheck 0.9.0 is clean, except SC2020 on
the moved `tr ' ,' '\n\n'` line, which is identical on `main` and
intentional.
- Hypatia's own rules on this branch, compiled standalone:
- RE001 v2 no longer reports `estate-rescan`. The one RE001 left is
`tests.yml`, which #967 removes.
- WorkflowHardening shows only the 4 pre-existing `:info` WH007.
- The 4 WH004 hits on the new `uses:` cleared once the lock recorded
them.
- **Not yet verified:**
- The two `block` allow-lists only meet real traffic on the first live
(non-dry) run. A wrong entry would fail loudly at publish, not corrupt
data.
- A `workflow_dispatch` dry run on this branch would exercise `scan` and
the artifact upload without publishing. I haven't triggered one.
- Governance CI is pending on the allow-list fix.
## Notes for reviewers
- **Bumping `panic-attack`** is now a deliberate one-line change
(`PA_SHA`) instead of following HEAD. That trades freshness for a
reviewable supply chain.
- **Beyond this repo:**
- gitbot-fleet's dispatch-runner fires `repository_dispatch:
estate-rescan` and is unaffected;
- the `verisimdb-data` contract is unchanged.
