feat(attest): verify --report and --require-bound - #263
attest verify checks that the seal's three stored digests chain together, and that decision_hash equals report_hash. Both of those values are stored inside the sidecar. Nothing rehashed the report itself, so a report edited after sealing still verified:
`attest verify` checked only that the seal's stored digests agree with
one another, so a report edited after sealing still verified: nothing
rehashed the report itself. `--report <REPORT>` now rehashes the report
file and fails on a report_hash mismatch.
`--require-bound` fails on legacy seals (no hash_scheme), whose intent
and evidence cannot be rehashed and are therefore not bound.
Library: VerifyOptions plus verify_attestation_{file,str}_with; the
existing functions keep their behaviour. VerifyResult::Ok gains
report_checked so callers cannot mistake an unchecked report for a
verified one.

attest verify can now check a supplied report against the report hash in its seal. Verification fails if the report does not match.
Added an option to require a bound seal. Verification fails when using a legacy seal that cannot be checked against its intent and evidence.
Verification results now indicate whether the supplied report was checked and matched. Existing verification behaviour remains unchanged when these options are not used.
Attestation verification now supports checking a supplied report against the seal’s report_hash and rejecting legacy seals when bound verification is required. The CLI accepts these options and reports whether it checked the report.

Summary
Verification options and entry points src/attestation/mod.rs
Adds VerifyOptions, streaming SHA-256 calculation, and options-aware file and string verification functions. Existing verification functions delegate with default options.
Verification checks and tests src/attestation/mod.rs
Checks a supplied report digest and can reject legacy seals when require_bound is set. Results include whether the report was checked. Tests cover hashing, report matching and mismatch, and legacy-seal handling.
Adds --report and --require-bound to the verify command. The command hashes a supplied report, passes its digest and the binding requirement to the verifier, and reports whether the report was checked. The changelog records these changes.

Explanation
The title "feat(attest): verify --report and --require-bound" names the two new flags that make up the main change. The changeset adds report rehashing via --report and legacy-seal rejection via --require-bound to attest verify, so the title matches the primary change. It follows a conventional-commit style and is 49 characters long.

Explanation
The description is directly related to the changeset. It explains that attest verify never rehashed the report, and it describes the new --report and --require-bound options, the Report: output line, the VerifyOptions library API, the VerifyResult::Ok report_checked field, and the tests and validation run. It is detailed and on-topic.

`attest verify --report` read the whole report into memory before
hashing it, so a large or hostile file could exhaust memory. The sidecar
itself is capped at 16 MiB; the report had no bound.
VerifyOptions now carries the report's SHA-256 digest rather than its
bytes, and attestation::sha256_reader hashes any reader through a fixed
8 KiB buffer. The CLI streams the file through it.
